Minutes of the Pinnacle Mountain P.O.A Meeting
July 12, 2003

Call to Order
President Riley Ethington called the meeting to order. Mike Sheely led the members in an opening prayer. The secretary, Tom Pfaffl reported that a total of 33 property association members were either present at the meeting or represented by someone with a signed proxy thus allowing official business of the association to be conducted. Only twenty members are required for a quorum.

Fire Chief Presentation
The Union Mills Fire Chief, Dean Connors, presented an overview of the Union Mills all volunteer fire department. They have a responsibility to cover a six-mile radius from the Union Mills firehouse and that includes all properties in our association. Dean did inform the association that their fire trucks were able to reach Robert Frick's home, but were too late to save the property. He also informed the group that they need to remember that it could take as long as 30 minutes for an EMS vehicle to reach a property on the mountain.
The fire department is working on a number of initiatives of concern to our association:
-Working with Mr. Couch to put a fire hydrant in Chalk Lake for use as a water source.
-Use of the REMC road that follows Chalk Creek for their emergency equipment.
-Coordinating with the Forestry Service to determine their requirements for fighting forest fires on our
mountain.
The Union Mills Department is all-volunteer. Even though all members have other jobs, they usually average 12 people. Riley thanked him for coming to our meeting.

Secretary's Report
The minutes for the general membership meeting on 7/13/02 were reviewed and approved.

Treasurer's Report
The income for the year was $20,900. Road maintenance was $15,122. Emergency road maintenance, the purchase of rock barriers, and other administrative expenses brought our total expenses to $22,694. This resulted in a net income loss of approximately $1,500, which reduced the net amount of the Reserve Fund to $9,532. This net amount is prior to the collection of this year's member fees.

Architectural Committee
The Architectural Committee was formed this year with Ron Maddox elected as the chairperson. Other committee members are Ron Jones, Rick & Teresa Baum, Cindy Maddox, and Gail Ethington). A charter was established and all architectural related information is available on our website. Three plans have been approved this year. Any questions concerning building on the mountain should be referred to this group.

Web Site
Cindy Maddox is our new web master for our association web site. The web address is http://pinnaclemnt.com/. You can find many great links to other web pages including the Union Mills VFC website. All question or suggestions can be referred to Cindy.

Road Commissioner's Report:
This has been the heaviest rain recorded since our development was established and we have spent above normal on road maintenance. The road committee also sponsored a volunteer work day to help clear overgrowth and debris from the sides of the road. Also, Dave McCaughn and Dick Hubbard conducted an analysis of our entire road system and documented both current and potential trouble spots. Susan Sheely asked a question regarding the feasibility of providing more permanent solutions to the road problems even if it required the association to raise the annual dues. Ron Styles replied with the following:
-Road safety and accessibility are the primary responsibilities of the association.
-Other alternatives including asphalting have been reviewed with contractors in conjunction with the
lower association.
-Providing a strong gravel base (which is needed for any permanent solutions) and applying regular
maintenance is the only feasible strategy at this time.

Budget Review
The 2003-2004 budget was reviewed. Road maintenance (gravel, grading and ditches) will require $17,000. There will be $1,000 allocated for administrative expenses and $1,000 for implementing the "yellow security gate. Expected income is $20,500. This budget does not require us to use our reserve fund. Ron Jones asked if the association needed to approve the budget. Riley responded by saying that the board members are responsible for approving the budget.

Security Gate
A quote of $1,950 was received for updating the current gate. However, Dave Robinson, the current owner of the yellow gate, stated that he could have the gate security implemented less expensively. Dave McCaughn is working with Dave Robinson to resolve any gate related issues. A question from the floor was asked if their still is a theft problem. There have been no thefts reported this year; however, we still want to establish a security gate to keep out uninvited "guests".

Individual Recognition
Since Dan Price did not attend the last meeting but was present at this meeting, Riley again recognized Dan for his contributions as the first president of the association.

Election of Board Members.
Mae Hill resigned from the board this year. All other members were reelected for the next year. Ron Jones, Ron Maddox and Cindy Maddox were nominated to fill the open board position. Cindy Maddox was elected to this position.

Meeting Adjourned
The meeting was adjourned so all members could enjoy the annual barbecue lunch.
